Summary

CRDF Global is seeking a chemical security subject matter expert (SME) with expertise on the chemical supply chain to develop workshop materials for an upcoming project.  CRDF Global will convene at least 28 Turkish representatives from the chemical and pharmaceutical industry, manufactures, distributors, and academic institutions for a three-day in-person workshop in Istanbul, Türkiye. This workshop aim to strengthen Turkish industry stakeholders’ capacity to detect, deter, and report attempts by Iran and its regional proxies to illicitly acquire dual-use chemicals, precursor chemical agents (PBAs), and CW production relevant equipment through Turkish supply chains and enhance regional early-warning and information-sharing networks between Türkiye, Bulgaria, and Romania to address cross-border trade monitoring, export control implementation, and illicit transshipment along key Europe–Türkiye trade corridors .

Scope

The subject matter expert (SME), hereby referred to as “The Contractor” will develop workshop materials (approximately five presentations) for the workshop and travel to Istanbul, Türkiye to present the workshop materials during the event as an SME for Workshop on Countering Illicit Chemical Transshipment in Türkiye to be held during November 2026. The Contractor should possess extensive knowledge about U.S. informed industry standards and best practices in supply chain security. Following the workshop, the Contractor will conduct remote consultations with participants to reinforce key concepts, address implementation challenges, and provide tailored guidance on strengthening supply chain security practices within their respective organizations. These follow-on sessions will focus on practical application of workshop topics.

Contractor Requirements:

The applicant will have demonstrated experience developing and delivering workshops on chemical security, including supply chain security, Know-Your-Customer (KYC) practices, dual-use chemicals and equipment, Pharmaceutical-Based Agents (PBAs), and chemical warfare (CW) agents and production equipment, grounded in U.S.-informed industry standards and best practices. The contractor will also have a demonstrated capability to conduct workshops and mentoring for industry participants in one or more of the following areas:

  1. Customer Due Diligence
    • Verification of suspicious purchases
    • Know-Your-Customer techniques
  2. Dual-Use Chemicals and Equipment for PBA Production
  3. Trade of Hazardous Chemicals and Supply Chain Security
  4. Red Flags and Typologies of High-Risk Companies
  5. Pharmaceutical-Based Agents (PBAs) and Precursors in Türkiye
  6. Insider Threat
  7. US.-Informed Industry Standards and Best Practices

Subject Matter Experts requirements:  

  1. Technical Experience: At least 7-10 years of relevant professional experience. Applicable experience can include a combination of the below:
  • Knowledge of chemical security, including consulting on best practices and familiarity with key threat actors
  • Experience leading workshops for international audiences, including chemical and pharmaceutical industry leaders
  • Experience educating on PBA precursors, dual-use chemicals, and production equipment
  • Experience consulting on regulatory and voluntary initiatives to prevent chemical precursor acquisition
  • Experience engaging international audiences including policymakers, government, regulators, and/or industry leaders in regions including Europe, South Asia, Southeast Asia, Sub-Saharan Africa, Europe, Middle East and North Africa, or Latin America.
