Summary

CRDF Global is seeking a team of subject matter experts to lead one, two-day, in-person VASP Regulatory Training for up to thirty (30) Vietnamese participants, including: representatives from the State Securities Commission (SSC)’s Crypto Asset Market Supervision Department, the State Bank of Vietnam (SBV)’s AML Department (Financial Intelligence Unit), the SBV’s Payment Systems and Banking Risk divisions, the Ministry of Finance (MOF)’s crypto asset policy and licensing teams, MOF tax and accounting specialists with digital asset mandates, inter-agency coordination officers, government legal advisors on financial crimes and digital asset regulation, representatives from the Vietnam Blockchain Association (VBA), and other relevant VASP industry stakeholders. This training will focus on strengthening Vietnam’s virtual asset and financial regulatory community’s ability to supervise, license, and enforce compliance standards for virtual asset service providers within the country’s new pilot regulatory framework. This training will build upon prior U.S. Government cryptocurrency and financial integrity engagements in the region, taking a holistic approach to enhancing regulatory supervisory capacity, AML/CFT enforcement skills, and inter-agency coordination — equipping regulators to operationalize Vietnam’s landmark Law on Digital Technology Industry and Resolution 05/2025/NQ-CP, and to align with FATF Recommendations 15 and 16. The workshop will take place in Bangkok, Thailand in August 2026.

Scope

The expert will carry out one, two-day, in-person workshop to strengthen key public and private Vietnamese stakeholders’ abilities to supervise, license, and enforce compliance standards for virtual asset service providers within Vietnam’s new pilot regulatory framework. The expert will provide specialized training for various audiences including financial regulators (SSC Crypto Asset Market Supervision Department, SBV AML/FIU Department, MOF licensing and policy teams), legal advisors, and other relevant public and private sector participants related to virtual asset services.
