Strengthening Insider Threat and Personnel Reliability Programs in Mexico’s Semiconductor Sectors

On behalf of the United States Department of State, Bureau of Arms Control and Nonproliferation, Office of Cooperative Threat Reduction (ACN/CTR), CRDF Global is seeking Subject Matter Experts (SMEs) to support the design, development, and delivery of a two-day interactive workshop focused on strengthening insider threat and personnel reliability practices within Mexico’s semiconductor and semiconductor-related sectors.

The workshop will bring together academic and industry stakeholders involved in semiconductor research, design, manufacturing, testing, packaging, and related supply chain activities. Participants will explore institutional approaches to identifying, preventing, responding to, and governing insider threat and personnel reliability risks through interactive discussions, case studies, and practical exercises.

CRDF Global welcomes proposals from qualified experts and organizations with experience in insider threat mitigation, personnel reliability programs, institutional security governance, information protection, access controls, foreign influence risk awareness, and related security disciplines.

The selected SME(s) will support the design and delivery of a two-day workshop in Mexico City or a similar location focused on strengthening institutional approaches to insider threat and personnel reliability risk management.

Workshop activities may include:

• Expert presentations and facilitated discussions
• Scenario-based and tabletop-style exercises
• Case studies and practical implementation activities
• Development of participant resources and leave-behind materials
• Post-workshop reporting and recommendations for future programming

The workshop is expected to address topics including workforce reliability, access controls, information protection, foreign influence risks, institutional governance, incident reporting mechanisms, and practical risk mitigation approaches relevant to semiconductor and semiconductor-related environments.

Each proposal must include:

Technical Approach: A detailed description of the proposed approach for supporting workshop design, curriculum development, interactive activities, participant engagement, and delivery of workshop materials. Proposals should describe how the approach will strengthen institutional identification, prevention, response, and governance of insider threat and personnel reliability risks within Mexico’s semiconductor sectors.

Project Team and Relevant Experience: CVs and/or bios for proposed personnel, including relevant expertise supporting workshop design and delivery. Proposals should demonstrate experience related to insider threat mitigation, personnel reliability programs, institutional security governance, information protection, foreign influence risk awareness, incident reporting, and development of interactive training programs.

Cost Proposal (USD): A detailed cost proposal aligned with the tasks and deliverables outlined in the RFP.

Travel Cost Proposal: If travel is required, applicants must provide a detailed travel budget prepared in accordance with applicable Federal Travel Regulations and other requirements described in the RFP.
