Summary

CRDF Global is seeking a biological security subject matter expert (SME) with expertise on the Biological Weapons Convention (BWC) to develop workshop materials for an upcoming project. On behalf of the U.S. Department of State’s Office of Cooperative Threat Reduction (CTR), CRDF Global and the Kenyan Chemical Society (KCS) will convene at least 20 Nigerian representatives from government and the chemical and biological industries for a two-day Chemical Weapons Convention (CWC) and BWC compliance and implementation workshop in Nigeria. The workshop aims to strengthen government-industry coordination on chemical security and reinforce CWC and BWC compliance across all sectors of Nigeria. It will also renew dialogue on draft CWC and BWC legislation while enhancing awareness of evolving chemical and biological security threats. Participants will gain exposure to global best practices in threat analysis and CWC/BWC enforcement including applicable regulations.

Scope

The subject matter expert (SME), hereby referred to as “The Contractor” will develop course materials (approximately three presentations) for the workshop and travel to Abuja, Nigeria to present the course materials during the event as an SME for Strengthening Chemical Security and CWC Compliance through Government–Industry Collaboration in Nigeria to be held during April 2026. The Contractor should possess extensive knowledge of BWC legislation frameworks, a strong understanding of BWC implementation efforts, and experience supporting domestication efforts.
