RFP-26-UA-2022 – Data Analysts for MOSAIC Counterproliferation Data Integration Project

Summary

CRDF Global is seeking data analyst(s) with experience cleaning and working with large diverse data sets, familiarity with financial and foreign entities, and knowledge of weapons of mass destruction (WMD) networks and sanctions evasions techniques. The data analyst(s) will access and analyze data collected from various partnered implementing organizations and other open-source origins as well as importing data from larger databases on a regular basis using the top tier of the IBM Analyst’s Notebook software provided by CRDF Global. The resulting analysis will support CRDF Global and its partner’s Financial Chilling Action Plan (FCAP) and Russia Chemical Biological Threats (R-CBT) programming by producing impactful data products, identifying trends, and supporting more accurate stakeholder targeting among the financial, logistics, government, and technical sectors worldwide to improve intervention in proliferation networks. Analysis will draw from and support the MOSIAC (Multi Open-Source Analysis & Information Catalog) initiative.

Scope

Using software sourced by CRDF Global, the data analyst(s) will perform periodic analytical reviews and produce reports on trends and findings based on data that CRDF Global and the analyst have acquired. The analyst will establish either monthly or quarterly briefings for analysis reporting that will be held through briefings for the funder, CRDF Global team, and other partnered implementers. Together, these actions will seek to provide a comprehensive picture of Advanced Conventional Weapons (ACW), Russian, and PRC proliferation threats. Potential outputs of interest include analytical insights into trade data, designations, banks engaging with adversary defense sectors, sanctions calibration, lead generation, and case studies. Data is sourced from a diverse array of implementer projects focused on Russia and China related counterproliferation, advanced conventional weapons, chemical and biological threats, and general sanctions topics. The data analyst(s) will work in conjunction with a separate data engineer (responsible for data migration from those sources) to develop and further expand a single, multi-dataset virtual environment Additional data will be provided by CRDF Global as it is generated, requiring occasional new analysis for the continuously data-fed project.
This project will enable integration and analysis of existing and future data to provide CRDF Global and implementing organizations with a more intersectional view of threat related data, bolstering the ability of CRDF Global and fellow implementing organizations to deliver data-informed programming while providing relevant data products to keys stakeholders.
