Global Security Through Innovation: CE3 Initiative Demonstrates How Strategic Partnerships & Innovative Solutions Create a More Secure & Prosperous Digital Future
Arlington, VA – CRDF Global and SecDev are proud to launch the Cyber Exercises and Experiential Education (CE3) program, an innovative initiative funded by the U.S. Department of State’s Bureau of Cyberspace and Digital Policy (CDP). At a time when digital infrastructure underpins both national economies and global progress, CE3 offers a cutting-edge approach to strengthening cybersecurity in frontline states—those most exposed to cyber risks or in urgent need of capacity building.
“This program isn’t just about training; it’s about transforming how we tackle real-world challenges,” said Mike Dignam, CEO of CRDF Global. “CE3 builds on the decades of CRDF Global programming in Asia, Europe, and Latin America, while leveraging the power of innovation and our unique partnership with SecDev. By combining policy expertise and technical training in highly immersive scenarios, we’re preparing countries to face the chaos and uncertainty of real cyber events—and succeed.”
Cybersecurity is a shared responsibility that transcends borders. With over 65% of the world’s GDP tied to digital infrastructure, defending cyberspace is in the common interest of all nations. CE3 brings together governments, private industry, and civil society to collaborate on solutions that work in the real world.
Rafal Rohozinski, SecDev CEO, highlighted the importance of this global collaboration: “Cybersecurity is the ultimate team sport, and success depends on engaging all stakeholders. The CE3 program is a prime example of how innovation and strategic partnerships can drive solutions that benefit everyone. This isn’t just about building capacity—it’s about ensuring that nations and their critical industries are resilient and ready for the future.”
What sets CE3 apart is its emphasis on realism and action. Participants face near-future scenarios that simulate the complexity and unpredictability of real-life cyber incidents. From ransomware attacks to misinformation campaigns, these exercises integrate technical skills with policy decision-making, replicating the pressures and stakes of real-world crises. “This program is about more than just testing technical skills or drafting policy,” Rohozinski explained. “It’s about bridging the gap between these elements in a way that reflects how they work in practice. Cyber threats are chaotic and confusing, and our training prepares participants to cut through that fog and make critical decisions under pressure.”
By engaging youth, private industry, and government officials, CE3 fosters collaboration across sectors and borders. The program’s alumni network ensures sustained momentum, while its focus on innovation and inclusion lays the groundwork for a safer, more resilient digital future. “CE3 shows what can be achieved through global collaboration and partnership,” Dignam added. “This is about building a shared vision for a secure digital domain that benefits all who depend on it. We’re not just solving today’s problems—we’re creating opportunities for tomorrow.”
