Chief Administrative Officer

Sandra joined CRDF Global as Chief Administrative Officer in February 2024, bringing more than 25 years’ experience building teams focused on delivering value to clients in the international development space.

Prior to joining CRDF Global, Sandra served as Vice President of Management Systems International (MSI), a Tetra Tech Company. Over the course her distinguished tenure at MSI, Sandra developed and oversaw the compliance function for a major USG contractor, including designing controls, systems and trainings for fraud awareness and detection, sexual abuse and exploitation and professional conduct.  She has managed the submission of more than one thousand proposals and negotiated more than $1 billion in successful contracts for a variety of donors including USAID, MCC, DOS, FCDO, DFAT, UN, World Bank and host country governments. She has worked to ensure the smooth start up and operational success of the subsequent programs worldwide. 

Sandra leads industry groups focused on procurement reform and compliance and ethics, which work directly with U.S. Government agencies to advocate for policies and practices that enhance the effective delivery of development programs; address issues; and develop best practices for both the NGO and contractor communities that serve international development and humanitarian programs worldwide. She has demonstrated experience supervising senior staff and collaborating across departments to achieve shared success, with over two decades living and working outside the U.S. in Asia, Africa and Europe.

Sandra holds a degree from the American University of Paris, France, and is fluent in French and Spanish.
